The Richard P. Haugland Foundation is an American 501(c)(3) private foundation. It is the successor of the Haugland Foundation, which was founded in 1996 in Eugene Oregon by Dr. Richard P. Haugland and Dr. Rosaria P. Haugland. In October 2003 The Haugland Foundation split into the Richard P. Haugland Foundation and the Rosaria P. Haugland Foundation. All funds of these foundations came from their founders, mostly originating from the sale of their company (Molecular Probes) to Invitrogen in August 2003.
The Richard P. Haugland Foundation supports charitable, cultural and educational programs in America such as the Eugene (Oregon) Ballet, Eugene Opera, Lord Lebrick Theatre, Actor’s Cabaret, Science Factory and Hamline University, but also provides funds to the Starfish Country Home School Foundation and the StarFire Flower Foundation (of Thailand), which are both registered charities in Thailand. The Richard P. Haugland Foundation does not accept unsolicited grant requests.
Directly or through the Starfish Country Home School Foundation or StarFire Flower Foundation (of Thailand) the Richard P. Haugland Foundation supports the following programs in Asia, among others:
- Starfish Country Home School in rural Chiangmai province Thailand — a home and school for needy children
- Starfish Home in the city of Chiangmai — a project for needy children and exceptional high school girls
- Wildflower Home — a program for pregant young women and single mothers that was founded by the Starfish Country Home School Foundation but is now under separate management
- Baan Gerda — an orphanage for HIV-positive children in rural Lopburi province Thailand for support of children and to build a house for nurses
- Foundation for Children — sponsor of Moo Baan Dek in Kanchanaburi province Thailand, a program for sea gypsies in a Tsunami-ravaged area and other programs
- Children of the Forest — a home for about 60 hill tribe children and day school for about 220 children in Sangkhlaburi near the Burma border in Kanchanaburi province
- The Sangkhlaburi Healthcare Project — a project started and operated by the StarFire Flower Foundation that employs a doctor and other medical personnel to provide free medical care to Karen, Mon and Burmese people who are not eligible for low-cost medical care in Thailand
- M'Lop Tapang — an excellent program for street children and work in nearby slums of Sihanoukville Cambodia
- Angkor Hospital for Children — the only pediatric teaching hospital in Cambodia, which provides free medical care for thousands of children each year
- Community Learning International — a program in Laos that operates, among other things, a library boat that gives the only books available to children who live in riverside villages
- Khom Loy Project — support for projects in Montessori education and self help mostly in Chiangrai province of northern Thailand
- Minors — an American project for needy children in the northern parts of Vietnam and in Laos
- Maryknoll — an American Catholic organization that sponsors a variety of programs in SE Asia but does not emphasize religious content
- Scholarships for needy high school girls in the Isaan region of NE Thailand
- Baan San Suk Maechan Chiangrai — sponsorship of the teacher and food at this day care center for hill tribe children
- Anubaan Amphai — sponsorship of two care givers at this day care center
- Baan Nong-On School — sponsorship of a computer teacher and administrative assistant
- Baan Mai Samakee School — for school improvements, to build a computer center and for scholarships and school uniforms
- Maetang Hospital — for the purchase of equipment
- Chiangmai Family Care — a project for English training
- PrevAIDS — a project that prepares AIDS prevention materials
- CMSSO — a medical program in rural Cambodia that, among other things, trains midwives and laboratory technicians
- DARE Network — a project on the Burma border for treatment of alcoholics and drug addicts
- Village Focus — an American foundation that sponsors various programs in Cambodia and Laos
- Plan International — sponsorship of six foster daughters in Isaan or Cambodia
- American Assistance for Cambodia — to build and equip a school in rural Cambodia
- Baan Phonsawan — funds for land acquisition, building and operations of a residence for about 40 hill tribe children and a day program for about 40 children
- Highland People Education and Development Foundation — support for operations and to build a computer room at an orphanage near Mae Khachan Thailand
The Starfish Country Home School Foundation and the StarFire Flower Foundation (of Thailand) will consider requests for support submitted by responsible and well-managed organizations in Thailand, Cambodia, Laos and Vietnam. Proposals must meet the requirements of the Starfish Country Home School Foundation or the StarFire Flower Foundation (of Thailand) and funding is subject to pre-grant inquiries, on-site inspection, transparency of the grantee’s financial records, requirements for financial responsibility, restrictions on use of funds, repayment of misallocated funds, time limits on expenditures and certifications on operations of the grantee including non-involvement of the grantee in terrorist activities.
